Chapter One: Introduction
1.1 Background of the Study
Investigative journalism serves as a watchdog for society, uncovering hidden truths, exposing corruption, and holding powerful individuals and institutions accountable. However, regulating investigative journalism presents significant challenges, particularly in developing regions like Lokoja Local Government Area, Kogi State. Investigative journalists often face threats to their safety, legal intimidation, and political interference that impede their ability to operate freely (Ibrahim & Adewale, 2024). Additionally, the absence of comprehensive regulatory frameworks tailored to investigative reporting leads to conflicts between journalists and authorities over issues such as defamation, privacy, and access to information (Garba, 2023). While investigative journalism is essential for transparency and accountability, striking a balance between press freedom and responsible reporting remains a pressing issue. This study examines the challenges of regulating investigative journalism in Lokoja, focusing on the legal, political, and ethical factors that shape its practice.
1.2 Statement of the Problem
Despite the critical role of investigative journalism in promoting accountability, its regulation remains a contentious issue in Lokoja. Journalists face numerous obstacles, including restrictive laws, lack of access to public records, and harassment from powerful entities (Oluwaseun, 2023). The absence of clear regulatory guidelines often leads to accusations of bias, sensationalism, or infringement of privacy, undermining the credibility of investigative journalism. This study seeks to address the challenges of regulating investigative journalism in Lokoja by analyzing the existing regulatory environment and proposing strategies to enhance its effectiveness while safeguarding press freedom.
